National Security Agency Performance Management Case Study

National Security Agency

US intelligence organization that collects, processes and analyzes signals
intelligence information for foreign intelligence, counterintelligence, and
national defense purposes.

Client Need:

Congressional committees HPCI and SSCI mandated NSA
to replace its antiquated performance management process
with a best practices system. The agency initially attempted
this project internally but failed.

Our Solution:

With an internal NSA team, we developed a sophisticated
process that included weighting of objectives and provided
mandatory objectives for all personnel in leadership jobs. Rollout
involved Train-the-Trainer sessions and Senior Executive Service
presentations.

Successful Result:

Eleven years after deployment and two changes of
administration, the system continues to operate just as
designed.
